Not necessarily. The predicted may be 1 or 2 grades above target grade, or the same. It depends on attitude in the subject and how well you are working and the grade you are currently working at.

I think for my gcses, they were 1 grade above my target, and rn at my a levels, end of Y12 i got CDE but my predicted are BBB due to what im working at and my attitude in class (im surprised i got BBB, i was expecting at least one C)

With the right revision, those grades can change darastically-
I took Sociology in year 10-11, had both my teachers leave before my yr 10 mocks, and the whole class was failing really bad. I wasn't getting anything more than a grade 5 throughout both yrs, including my final mock 2 months before my GCSEs started. So I basically accustomed to the fact that I'll probably be getting a 5 in the real thing.
I fortunately had an amazing teacher through yr 11 who constantly worked with us to bring our grade up, and I ended up with 80/100 for my paper 1, and 85/100 for my paper 2 (totaling to a grade 7).
this just shows that if you actually put the effort in, you can move up darastically.

If you put the right amount of work in your predicted grades could be 1-2 grades higher. For my GCSES, my predicted grade is what I got in the exam.

You will see a giant rise in your grade if you spend your time going through each and individual topics until your confident you know them all. Then its better to do questions that target a specific area of the topic until you mastered them. Additionally, its vital to complete as many past papers as you can to get yourself prepared for the actual GCSE.

I hope that helps,
Good Luck
