1) would the police do anything if people reported me saying I haven't properly set it up and not registered for tax or months after, saying where is the tax etc

Not this nonsense again! How many of these paranoid threads have you started? The police don't have anything to do with tax enforcement. If your fear of people reporting you for this, that, and the other is real and not simulated, you should talk to a doctor about your irrational fears .
