Can I do level 2 without gcses?

I'm 17 and I struggle with a lot of mental health problems, and I wasn't able to sit my gcses. I studied level 1 in health and social care and got a functional skills maths certificate along with a level 1 health and social care certificate. I'm looking to do a level 2 so that I can go into level 3 or university without having to have my gcses. Any advice is appreciated. I'm based in London if that helps I'm any way.
GCSEs are a level 2 qualification so the short answer is yes because most people sit level 2 qualifications without having done any formal exams before that. However, check the requirements of local colleges where you would be studying to see if you meet their individual requirements. If you’re aiming for uni then id suggest trying to get GCSEs in English language and maths though. Have you looked at uni gcse requirements?
