Course modules vs campus

That's a personal decision, really. You could make an argument that you're at university to study / learn - so the modules should be the priority. But equally, you're going to have to live there for three years, so it's needs to be somewhere you'd be happy living. (Well, you'll likely move off campus after a year, but it's still be somewhere you'll spend a lot of time.)

I'm sure different people would make different decisions, based upon what they felt was important and how good the modules were vs. how much they disliked the campus.

I agree with the above.
You need to decide if the campus is bad enough to affect your wellbeing and ability to study.
Or, if there is a lovelier campus somewhere with a course that would do the job just fine.
