Low grades at LSE - masters?

i’m a third-year BSc Politics and Economics student at LSE, and want to apply for competitive master’s programs in Economics for Development but my first-year average is 66%, and my second-year average is 61%. im very very concerned about my current lower 2:1 and my intermediate economics scores, which include 60 in macroeconomics, 59 in microeconomics, and 54 and 40 in econometrics. given my grades, do I stand a chance of being accepted into top programs in economics and development economics?
