Do I have to send an university application through ucas beforehand to access clearing 2025 or can I just apply to unis through clearing without no prior applications

You actually don’t need to have sent in a UCAS application beforehand to access Clearing in 2025. If you haven’t applied to any universities before results day, you can still go straight into Clearing and apply directly to universities offering courses with open spots.

Here’s how it works: once Clearing opens, you can search for courses that still have vacancies, contact the universities directly to discuss your options, and then add your Clearing choice in your UCAS Hub. Just make sure you have your grades ready and know what courses you’re interested in—Clearing can move fast!

Just remember -

Not all courses at all Unis will be in Clearing - most wont be.

At the majority of Unis, Clearing applicants will be at the back of the queue for Uni accommodation - which can mean no accommodation at all.

Waiting until Clearing is risky, and very stressful. Its far better/safer to apply in the normal cycle.

But yes you do the application exactly as if you were applying normally, with reference and personal statement and every other section fully completed.
