Men with an enormous self-confidence don't waste such a thought. And I know some. Therefore this statement seems to be a rumour.

I guess only men can answer this truly. But in general it could be said of both genders. Personally I think it's a confidence issue and you shouldn't think of someone in or out of your league. Perception of beauty is very subjective anyways. And attractiveness deeper than just looks.

In theory, I agree with you... but the problem with that philosophy is that it can create unrealistic expectations for some people. For example, in the "manosphere", it's a common held belief that a man is entitled to have sex with women he is attracted to... and they believe it's as much as a fundamental human right as having a clean food source and / or somewhere warm and safe to live. It's one of the reasons incels believe they are victims and why they resent "Chad" and "Stacy" so much.

I agree that self-confidence is the key, but I also think it's important to have a realistic idea of how attractive / desirable you are, yourself (N.B. I guess you can include money, power, personality / character and any other assets you think you have; when you combine all these elements, some people call this your "Social Market Value"). Still, academic studies have shown that people are subconsciously attracted to those who they perceive are at a same or similar level of attractiveness as themselves (The Matching Hypothesis, Brown (1986)). For sure, from some guys P.O.V. it may be nice to have the "Trophy girlfriend" who is far more attractive than himself, but from a girls P.O.V. she will also think how will they look together as a couple?... and no one would want to be seen with someone who illustrates all their own physical flaws (especially considering how catty / b***hy girls can be).
