PhD funding to cover the difference between home and overseas fees

Hey! I’m interested in a PhD opportunity that, unfortunately, only covers funding at the home fee rate. As an international student, I can’t afford to cover the difference between overseas and home fees myself. I’m wondering if there are any scholarships or funding sources, aside from those managed by the Cambridge Trust, that could help cover the difference. For context, I'm an EU citizen, in case that’s relevant. Thank you very much!
