Best country for Masters in Engineering Management

I am from India and I want to persue masters in engineering management. I don't prefer USA or Canada. Please suggest where can I look for colleges and also which colleges to focus on.
I want to experience a proper university life and also end up getting job somewhere. Also please suggest a college where I can get part time job easily. I am a merit student and I am open to all suggestions.
