Reapplying after withdrawing from deferred offer

Had a deferred offer that I submitted in the 2023/2024 cycle. I withdrew as I wanted to reapply for a different course and universities for the 2024/2025 cycle. I then received an email saying I can't reapply in the same cycle. Would this mean I wouldn't be able to apply in the 2023/2024 cycle but can in the 24/25 as that's when the original application was submitted?
Does anyone have any info?
Short answer, yes, you can reapply for the same year of entry so long as it is in the next cycle.

So, if I was unable to, would I be able to fill out the application fully and send it off but later get rejected? If you know what I mean? Or would I not be able to put any details in at all. I’ve done 60% of my application with no issues.

You’d be able to submit the application regardless, because it’s up to the individual unis to consider it against their policy. But you already have it in writing that the restrictions only apply to reapplying within the same cycle.

Are you 100% sure that your deferred place has been withdrawn? Usually this can only be done by the university concerned but if you call UCAS and explain the situation then they might be able to help too.
