Transferring second year

I want to transfer in second year but does anyone know if I need to do the whole UCAS application again, like writing a personal statement etc?

Yes

Have a read of https://www.thestudentroom.co.uk/showthread.php?t=1781424 and talk to your university tutors ASAP about them providing a UCAS reference for you

You also need to contact each Uni, and and ask if they accept 2nd year applications for that degree subject with the A level grades you have - before you apply.

A PS which references A level or equivalent understanding and interest in a subject is unlikely to be particularly helpful when applying to enter into year 2 of a degree. One that also doesn't address (briefly) the reasons for seeking a transfer is also pretty unhelpful.
While you CAN reuse a PS it's not a good idea.
