You can still go to a Russel group uni, it depends on the uni tho so you should just google gcse requirements for that specific uni.
Yes, many courses at RG unis are not interested in your Eng and Maths results. It’ll only be the absolute most competitive courses, (things like Law, COMPSCI, Econ, ACCYFIN etc), that consider your overall GCSE profile.
The GCSE Maths grade would be trumped by you doing an A level.
And if there is a specific reason for your lower GCSE grades, then ask your referee to mention this in the reference and check if your Unis require an extra form completing - example Mitigating circumstances - Study at York, University of York
