Does Royal Holloway accept Access courses for the under 21s?

Asking on behalf of daughter. She is 19 (would be 20 when starting), and did not do A Levels due to undiagnosed/unmanaged ADHD. Is now doing an access course and predicted 144 UCAS points. Is interested in History or Classics at Royal Holloway but understands that RHC doesn’t accept Access to He Diplomas in people under 21 (ie who are not mature students). Is this correct? I, personally wonder whether it is discriminatory, because acc to the QAA the Access Dip is supposed to be equivalent to A levels regardless of age of the person taking the qualification?
