can I submit an application to St Andrews through the Common App, If I already applied to 5 unis through UCAS? Their website is not clear if they can be used in combination

You can. However you would need to eventually apply to them through UCAS if you want to take up a place (they might direct you to use extra or clearing).
UK university contracts with UCAS mean all applications must go through UCAS eventually. Common app applicants who don’t also have a UCAS application have a UCAS application created on their behalf by their university (called an RPA) but if you have a UCAS application that isn’t an option and you have to add the uas a choice.
Universities can see if you have a UCAS application and so they’ll know that they aren’t in your top 5 choices.
