So does the government plans mean there will be no local councils just councils like Hertfordshire and no local town councils. Is this a great idea from Labour?

That's essentially the plan, yes. Right now, local government is a bit of an inconsistent mess. Some areas have both district and county councils that each provide some services, and other areas have one council that does everything. The plan is that everywhere would be in that second group.

You mentioned Hertfordshire County Council. Do you know what they're responsible for, and what's actually the responsibility of the district and borough councils, like St Albans City and District Council, and Hertsmere Borough Council?

Most people don't know (and don't care). The theory is that by removing the district and borough councils layer, and then having a mayor for each region (which might cover two or more county councils) it'll make things simpler and cheaper (£2bn cheaper is the estimate), with a figurehead (the major) to fight for the needs of the area. Oddly, those people who have a major are more likely to know their name than they are to know the name of their MP. So accountability may also increase as a result of such a change.

Obviously what's lost is the "local" nature of district and borough councils, especially when it comes to local issues like planning applications.
