Hello, wondering if it is possible to transfer to the second year of a Politics & Phi

Hello,
I did my first two years during 2017-2019 but had to drop out in third year due to personal circumstances. I can probably get the third year of funding back, so I was wondering if it was possible to transfer into the second year of a course (preferrably in London).
I got very good A levels (3 As with A in EPQ) but struggled with personal circumstances during my first & second years. At some point when I feel ready I was wondering about trying to transfer to a second year Politics & Philosophy course, but got a third in my first & second years.
I believe I can transfer to the second/third year of an Open University course however.
Has anyone heard of any stories like this?
