Yes, an electrician can charge extra to use a credit card in most states. Credit card surcharges are fees that merchants add to the total when a customer uses a credit card instead of another payment method. The purpose of these surcharges is to help merchants cover the costs of processing credit card transactions. I hope this helps.
From 13 January 2018, you can’t be charged extra for using a credit or debit card. If you’re charged more, you should complain to the trader and ask for the charge to be refunded. If that doesn’t work, you can contact the Consumer Helpline - they’ll tell you what you should do next. They may also report the matter to Trading Standards to investigate and take action against the seller.
You can still be charged extra if your bank or the seller’s bank is outside the European Economic Area (EEA) - check which countries are in the EEA on Gov.uk.
You can also still be charged if you’re using a business card."

Thank you. I am using my own personal credit card and not a business. The electrician is a business and he wants to charge for me using my credit card. I have told him that I didn't think he could but he says he gets charged for this by his bank and wants to pass this onto the customer. Isn't that illegal based on what you have said or is he allowed to?

I haven't said anything, I verbatim quoted the information provided by the Citizen's Advice Bureau website. I would recommend speaking to your local CAB if you have any questions or concerns about this.

That's fine. It seems to state that he can't pass on charges from that statement unless I am missing something.
