You could say that Spain is one of the biggest influences on Tudor foreign policy. If you're looking for any historical document that could support this view it could be the Treaty of Medina del Campo. This treaty was signed between England and Spain in 1489, in this treaty it was agreed that England would not make any treaties with France without consulting Spain first. It also wrote that Prince Authur would marry Spain's Catherine of Aradon.
This whole ordeal actually led to King Henry VIII's infamous reign as when his brother Arthur died this broke the marriage pact between England and Spain but Henry asked the Pope for special permission to marry Catherine. Just a fun fact!
If you want more evidence that Spain had a great influence on England's foreign policy, this marriage pact between the countries ultimately led to the Union of the Crown in 1603 when Queen Elizabeth I died and the crown went to her cousin King James the VI of Scotland (King James the I of England) and thus the unification of England and Scotland, two famed rival countries. Historians argue that this is all because of King Henry VIII's foreign policies.
I hope this answers most of what you were asking!

Here is a really great article written by historian Simon Adams. It's not specific to Spain, but it might help. I believe at the end of the article, there are his citations and some links to some sources. The article is from 2009, so maybe if you cite it, it may be considered outdated, but hey! It's history and facts; you can't outdate history! Hope this helps and good luck!
