Applying with British qualifications to MIT.

How does someone with British qualifications apply to MIT? Do you submit year 12 & 13 transcripts and or year 10 & 11 transcripts? Or do you just submit GCSE statement of results and A level predicted grades?

Your school will submit your transcript (which for the UK is effectively only GCSEs results and predicted A-Level results). You don't have to do anything else on the academic qualification/results side. Just concentrate on the essays you will submit, the SAT/ACT if you're taking them and in framing your ECs properly.

So US high school transcript = GCSEs and A level predicted grades?

Yes, I would say so. American applicants submit their transcript from their entire high school years, which is equal to the 4 years of GCSE + A-Levels
