You do not have to be fluent in English as an international student. Some are beginners, others are conversational and the rest are of different varieties of written and spoken english.

You must be fluent in English , with Ielts certificate 7 score or other official certifications! Requirements are compulsory for everyone no exceptions as it would be no legal ! Students must understand lessons teachers and classmate ; they must be able to work in team shutout translator ; they must meet the compulsory requirements and English is one of those ! Students not fluent in English are unable to attend English courses , universities is a serious ‘affaire’ it is not a hobby ! They get places on the base of what ?
Others who meet the requirements are rejected !

Fluency is a subjective word. You could think that you are fluent but an Old Etonian who attended Oxford could think that your grasp of English is below par.

If you think that I am making random statements, look up what is happening at Edinburgh University where local Scottish Students are complaining that they are being discriminated against with some students from England claiming that they do not understand them.

Also, the requirement is not 7, but can be lower at many unis. For example, at Leicester University, the english requirement for IELTS is 6 and they also said Improving your English at Leicester - If you are an international student who does not currently meet our entry requirements, you can improve your English language skills at Leicester before starting your degree with a pre-sessional language course at our English Language Teaching Unit (ELTU).”

At Nottingham Trent Uni, it is also 6 on the IELTS

Huddersfield, it is 6 on the IELTS as well.

Fluent means minimum 6 score ielts
But many universities request 7 minimum score ! If students are not fluent in English ( courses are in English ),they must understand well and speak Very well
If NIT , they will be a problem for themselves and for teachers and classmates
So if you are working for the UK Uni I am know perfectly the UK / US / Asia And European Ed system

Your earlier comment was 7 on the IELTS and there are online articles that suggest the requirement is 5.5. As I noted earlier, fluency is subjective.

To align with you (a bit), I do agree with you that international students should have a basic grasp of written and spoken english.

TSR isn’t a news service. It’s a handful of people running a forum. They don’t report on anything.

The BBC published an article on the topic very recently.

IELTS Band Score: 6 Skill Level: Competent - They can use and understand reasonably complex language, particularly in familiar situations.!
But unfortunately as the bbc denounced ,Many students are not fluent and they use the translator in class , during the lessons… ! IMG_7913.jpg

First, I do not work for the Student Room. Majority are normal posters who engage on this site. There are few staff members and you would see the tag “Community Staff”.

Second, the requirement is 6 but 5.5 has also been floated. You started off with 7 being the legal requirement.

Scottish students are native speakers they perfectly understand lessons and subjects ! Non native speakers get places despite they are not fluent , they don t understand what they are studying , unable to write and read ! As everyone knows ! There are many correlations with admission / requirements /woke / background / IMG_7914.jpg

As above, the OP's English is substandard so I have no idea why they are complaining about other people.

You say 5.5 I said 7 in many Top ( on the ranking list which should be re / visited ), 6 minimum for some other universities ! Many students are at level beginner as bbc reported ! Many things should be reported ! Students who don t meet the requirements are not a news ! the UK universities should be ashamed by punishing students who are fluent in English ( despite they are international ) forcing them to work in a not fluent team !
Shame !

Don't you realise that you shouldn't put a space between the final word of a sentence and the last punctuation mark, e.g. the ! symbol?
