Hundreds of people turn down oxbridge offers every year. They don’t give a hoot.

As above, I imagine it would get a cursory skim through then go in the bin.
This is simply because they don't need to know why you turned them down and it's not feedback they're actively seeking (if they were seeking feedback on the admissions process they would send you a structured survey). It's therefore not something that needs to be responded to, escalated, reviewed, or actioned in any way - therefore, invariably a target for deletion/binning. That's just how it works when you have busy inboxes (physical or electronic) to be monitored; if there's something that has no actual question or actionable material, it's binned.
At best you might get a pro forma response thanking you for your email without any reference to the content of it...

To put this into context, when I last worked in undergrad admissions we received around 1000 emails a week. So you can imagine the care and attention a decline message would get.

If someone rang me up to tell me that my university was beneath them and that they were declining our offer them I’d genuinely be tempted to let them get it all off their chest as it would be terrifically funny.
If they were just swearing or whatever I’d hang up and get on with my day.
