Scholarships and Bursaries?

My dad is the only parent in my family that earns income, however the income is very high (£70,000+) annually.

Thing is, the majority of the income has to be spent on my sisters needs as she has a major physical disability, and so the money that we are able to use as a family is quite limited. Ergo, the spare money that i could get when going to university would be non-existent.

Would Bursaries take this information into account, or is it simply that the income is higher than the maximum amount for the university, so I’m not eligible?

(+ my preferred university is Cambridge, but they don’t allow you to work during term time? How would you get the money available to live there?)
