NHS learning support fund querey

I have recently been rejected the NHS Learning Support fund because I was previously funded at a different university. I have since left that university and started fresh at Sheffield Hallam University. I am now a first-year adult nursing student and thought I would be eligible for the training grant but I have been told otherwise by the learning support fund team. I am just confused as to why this is as I have started from scratch at a different uni, I'm wondering if anyone else has had this problem or something similar and if so is it worth appealing the decision?

It's worth appealing but it's not clear on the NHS LSF website if you are eligible if you are studying the same degree again (even though it is at a different uni). Do you have any mitigating circmstances (health issues, etc.) that caused you to leave your previous course?
