No. That's not an assessment, that's a description.

Try: To what extent is corporate capitalism the biggest contributor to the rise in healthcare costs in the US?

That was my original question however I was told to stay away from to what extent questions but I thought it suits it better. So might go back to it.

That sounds wrong... the question is supposed to be critical. My EPQ started with, "To what extent...?" and I got an A.

It incorporates a judgement but avoids "To What Extent" that we were told not to use. Idk why? But still, try to phrase around it.
