Does D*DD allows me to go to universities of russell group with AL maths C
Would K universities like HKU, CityU, CUHK, Liverpool University, University of warwick Unviersity of bristol and swansea uni will accept me with a math grade of C and D*DD in btec extended diploma level 3

I would say it would very difficult. The entry requirements for Russell Universities are high - looking at As and Bs at the lowest. There is also a lot of competiton for these universities and the grades will be the first they they look at. More top universities do either access courses or foundation degrees, so this may be an option for you.
I would contact the universities about your query and do some research to see what entry requirements they have. If foundation courses is a no for you then have a couple of backup universities on your UCAS form.

HKU and CUHK are not UK Universities - they are both in Hong Kong.
Deciding which country and which degree subject you want to study in might be the best place to start.
