Student Finance Help!!

Hi, one of my mates is thinking of going to university. Hes from England and is a mature student who hasn't attended university or gotten any financial support for study. I was wondering how much he could get for maintenance loan as the gov.uk calculator says he would only get £4767 per year, which simply wouldn't be enough for him.
(60k per year household income, full time away from home not in london study)

I'm from Wales so don't really understand how it differs in England,
