For many subjects but particularly the social sciences if a question is asking you to discuss something you should consider both the strengths and weaknesses. It's essentially the knowledge plus evaluation and by using strengths and weaknesses you can create a like of argument which is useful for the higher marks.

Yeah I sat my PPE for econ and had a question saying discuss the possible consequences of (x) for (y) and I could only really do one negative, so would I be right in the future to do one negative and one positive as my two points?

Ultimately you should listen to your teachers but for my A Level in Psychology I had to do 5 evaluation PEEL points. I would therefore suggest you do 4 points, attempting two positives and two negatives.
