OCR to AQA

Hi, Wonder if it is possible to change from OCR to AQA for A level Economics in Year 13. (We cannot find another sixth form within reach that does OCR Economics so now looking at other sixth forms with different examining boards). It looks like its possible on the AQA website. However the sixth form I spoke to said they would need to retake all AQA year 12 exams in order to take an AQA A level in Yr 13?
