Yes.

Plagiarism is submitting something you didn't write yourself as if you wrote it. If you asked chatgpt to write it, based on some prompts, then chatgpt wrote it, you didn't write it. So that's plagiarism. It's like if you had a driving test and you sent someone else in your place to take the test for you. The test is about what you can do, not what you can ask someone (or something) else to do.
