There’s no one answer to this, as it depends on the specific course at the specific university (I’ll assume you’re applying for undergrad but they’re used for other applications too).

Really depends on the uni and the course. Some unis read it for a minute or even not at all, others may read it multiple times.
I would say it is more important for competitive courses but that is not always the case.
