Free university (I want 4 years of counseling programs - bachelor's degree), how?

So Im Canadian but I dont live in Canada so I cannot benefit from the free education Canada could have offered me. Im a resident in Saudi Arabia. In this country, citizens go to university for free and even get money as a reward for studying. As in every country, residents arent equal to citizens. But I heard if you apply for scholarship as a non-Saudi residing in Saudi Arabia, you can get free education and even rewards. Is that true? It doesnt sound realistic because why would a country pay money for my education and give me rewards? What will I do for it? Im just a resident and I could leave.
