Soviet Forces maths problem, has anyone seen this?

My nephew got a maths problem from school. Soviet + Forces = victory. The only clue the teacher gave him was a 1 above all the letter V.

Has anyone seen this maths puzzle before?

Presume each letter represents a digit (10 letters and digits) so a digit sum problem and a bit of reasoning should give what each letter represents?
