transferring after year abroad

Hi so I'm currently in the states completing my 2nd year abroad, and when i go back i was hoping to transfer to another uni closer to home for my 3rd year. However now they have changed my year entry to second year, which there are pros and cons to this, a pro is i haven't done much related subjects out here so feel like i have missed a lot of the learning. But the con is I think i would have to pay for an extra year at university? I also have to apply get a certificate of higher education or something so that my year abroad is recognized on my degree. I've tried looking online but not 100% sure where and how easy it is to get one. Any advice or guidance would be appreciated.
