Congratulations on successfully resitting your A levels, that must have taken a lot of hard work! I would say it very much depends on what you'd like to study and what the content/modules of Manchester VS Notts' courses look like. I would always recommend to choose your uni based on which course interests you most as this will be the thing that you'll be focussing on for 3-4 years and will help you get to where you want to be in future.
I wouldn't worry about making friends because regardless of where you go, this is something which will happen for you if you keep making an effort to join in with things and put yourself out there. For context by the way, my closest friend at uni was a student who had taken a gap year 🙂 - another friend of mine had done two years of one course and then swapped so was around three years older than me - no one will treat you any differently.
I also wouldn't worry too much about commuting, because although it might mean you need to make extra effort to connect with people not being in halls, you will save a lot of money on hall fees and you can still make friends if you join in with societies, keep catching up with your course mates and make an effort to be on campus as much as you can. I commuted in my second year and found it a nice way to separate academic life and free time.
One thing I would say is that Manchester is a lot bigger as a city than Nottingham and is famous for its vibrancy and lively nightlife; and because of this there may be more to do and see there. From what I hear Nottingham is cosier and a little safer. Its a lovely city with plenty to do but it won't have the same big-city buzz as Manchester if this is something you really want.
