I think its 16. Well, when I stayed in one on my own I was 16 anyway

"You can only make a booking if you are 16 years old or over. If you arrive at the hotel and are under 16 years of age you will not be permitted to stay alone."
Children (under 16) must be accompanied by an adult.

I stayed in travelodge with my friend, aged 16 (both of us) with no problems!
