this guy that I like today laid his head on my shoulder and even put his hat on the top of my head and he lets me play with his hair but then tells me and his friends he doesn't like me like that but is he playing with my feeling?
If he's actively stated that he doesn't like you in a romantic way, then just take it as him bring platonically friendly.

in that case he’s playing with your feelings or doesnt have the guts to tell you or his friends he likes you. either way it’s a red flag
