You don't. You send off your application in y13 (either October or January depending on which deadline you need to meet). That being said, you should start working on things for the personal statement early in y12.

This May/June is the time to go to some Uni Open Days, to listen to some different subject presentations, look around, and think about the sort of Uni suits you and the differences in the sort of courses on offer - useful info about when each Open Days(s) are held - Opendays.com - university and college open days - home page
