Companies using external hiring firms for part time jobs

I am looking for a part time retail job, and had interviews from Co-op and Dunelm. During both of these interviews, they had some sort of form to fill out while we were interviewing, writing down exactly what I was saying. These forms would be given to the external hiring company where they made the final decision (as the manager in Dunelm told me)

What is completely unfair though is how on both occasions, the interview went very smoothly and well, the conservation flowed perfectly and I thought I answered every question brilliantly. Particularly the Dunelm manager said they liked my answers and would love to work with me, but said the hiring company made the final decision.

These forms ONLY accounted my answers for these generic retail questions and my availability, NOT my personality, motivation, communication skills, how I dressed, my body language etc. Since I’m only 19 I don’t have as much experience as other candidates that probably have years of customer experience. Why do they even use these external hiring companies? What do I even do?
