Does Student Finance England (SFE) Determine Eligibility Based on Residency or Unive

: I'm trying to understand how Student Finance England (SFE) determines eligibility for funding. Is it based on where I live (my permanent residence) before starting university, or does it depend on the location of the university I plan to attend? For example, if I live in Wales but plan to study in England, would I apply through Student Finance Wales (SFW) or SFE? Any clarification or personal experiences would be greatly appreciated!

If you are ordinarily domiciled in Wales and you are in England for study only, you would apply through Student Finance Wales.
