Traffic Lights

I'm a very cautious driver and I was having a debate earlier with a close friend of mine, can anyone back me up and tell me how to spot the difference between a sensor on a red light and an actual camera at a red light for the people that speed through them on red anyway?

I used this example and I think that the top of that is just a sensor as oppose to a camera for going through red?
