Never heard of this happening in the UK for university (I’ve only heard of this for sixth form).
If you need a book at university then it’ll either be available at the university library or you’ll be given access to a digital version of the book, both for free in my experience.
Of course they might recommend that you buy a certain book, but force? Never heard of this. It’s only in sixth form where I was forced to buy specific textbooks, I was not forced to do this at any other point in my British education (primary school; rest of secondary school or university).

I’d personally advise against buying textbooks for now (unless your lecturers state otherwise). Wait until you get to uni, then see if there are any books that you must buy (or are strongly recommended to buy).
As above I was never forced, my partner was Eng Lit then Publishing and I don't remember her being forced into big buys either
I had maybe 2-3 times I was specifically recommended to buy a certain book as our stock was v limited, but in hindsight I could have done without them fine and it still only came to about £100.
