If I'm doing a 3 year biomedical course and plan to do med post grad, when should I sit the Ucat? In my second or third year? And what year should I even send in my uni application?

Your final year of the undergrad degree is where you must sit the ucat and send it your application

If you want to continue studies immediately after graduating your undergraduate degree, you should apply in your final year (you want to prepare your application around the beginning of your final year).
