NI student: Uni of York or Manchester?

Hi, I'm a student from Northern Ireland. I'm going to be applying this year for 2026 entry for university, and I want to get a range of opinions on my current choices, and some general advice. My current career goal is to work in PR, and currently I want to apply for PPE at Manchester and Politics and International Relations at York. I would personally rather attend York, as it seems more suited to my lifestyle and personality, and being from a modest (but comfortable) home, it would be more affordable, however recent articles about financial concerns and accomodation prices have left me incredibly worried. I would fear if I went to York, I may be left without support should they decide to cut my course or increase the cost on student housing. I don't have a support network remotely near York, most people I know are on the other side of the Irish sea and none of my friends are even considering leaving NI for England unless its for Oxbridge. The one girl I do know who is English lives in Telford, and doesn't have any interest in any unis remotely near York. I'm just worried about financial issues on the part of the university causing future issues, is this a valid concern? Is it smarter to go to Manchester just because of their current financial position, in spite of higher costs and a fairly different lifestyle and demographic? I'm just worried that this whole panic over funding will cause me to lose out if I choose York, and I want an honest opinion on the matter
