Public Universities in Portugal Without an Application Fee?

I am looking to apply for a Master's program in Portugal, preferably in Mathematics, Data Science, or related fields. I am particularly interested in public universities that do not charge an application fee for international students.

Does anyone know of any universities in Portugal where the application process is free? If you have applied or are currently studying at a Portuguese university, I would really appreciate your insights.

Also, if there are any specific scholarships or waivers that can cover the application fee, please let me know. Any guidance on this would be really helpful!
