Smaller waist, same weight

I've been trying to lose weight for the past 2 months and have cut down my calories (I know I'm in a deficit at least 5 days a week, and the days I'm not, I eat at my maintenance), and I have been exercising a lot as well. I have lost two inches off my waist since, but my weight is still the same, any reason for this? Do I need to be in a greater deficit?

Well Done, but if you've been exercising have you considered you've actually gained muscle which is why there is no difference on the scales but you can certainly see a difference in your shape and your body
