ATAS certificate

I got an offer from Imperial MEng Chemical Engineering, which required to submit an ATAS certificate. I have to submit 2 referees whom I have known for more than 3 years. However, I am an overseas student and came to the UK since year9. Then, I changed to a new sixth form school. The teacher in my current school don't meet the requirements, and I have lost contact with teachers in my previous school. Also, I need one referee from my home country, which I don't even have their contacts.

Does anyone know what I should do? And usually how long it takes for the certificate to be approved?
