If you live in England, yes. You can apply now at https://www.gov.uk/apply-online-for-student-finance. The other regions will likely open for new applications very soon.

It is. You can download the form itself and the accompanying notes from https://www.gov.uk/government/publications/student-finance-application-forms-and-notes-for-new-2025-to-2026-full-time-students.
However, you're probably best to to start at https://www.gov.uk/student-finance-forms to ensure PN1 is still the correct form.
