Managed Exits

What does the government mean when they talk about managed exits for the civil service? Is this down to the individual manager to decide?

In the civil service, "managed exits" encompass various schemes like voluntary exit, voluntary redundancy, and compulsory redundancy, all aimed at streamlining workforce or addressing specific organizational needs, with varying levels of employee control and compensation.

Types of Exits:

โ€ข

Voluntary Exit (VE): Offered to employees in the interests of workforce efficiency, organizational changes, or to address promotion blockages.

โ€ข

Voluntary Redundancy (VR): Similar to VE, but specifically for redundancy situations.

โ€ข

Compulsory Redundancy (CR): Redundancies where employees are made redundant against their will.

Cabinet Office Approval:
Employers need Cabinet Office approval to run any exit scheme under the Civil Service Compensation Scheme (CSCS), especially for schemes involving 20 or more staff or exits with a value exceeding ยฃ95,000.

Compensation:
Employees who accept a voluntary exit scheme or redundancy package receive compensation, which can include a cash payment and potentially an increase in their pension.

Employer Discretion:
Employers can offer more or less than the standard tariff for compensation, but Cabinet Office approval is required regardless of the level of benefits offered.

Exit Scheme Manager:
A dedicated role exists to lead on the running of voluntary redundancy, compulsory redundancy, and voluntary exit schemes, including producing and agreeing exit scheme plans.
