Well, I don't know what certificate do you have but if you are an optometrist your certificate is valid in Israel but you still have to do the local exam.
If you are an optician your certificate only allows you to sell glasses and not prescribe prescription (power) for the lenses. (I'm talking about UK certification and Israel).
