When I read your post I was convinced that students joining a "with Foundation Year" course would be eligible for accomodation, and indeed guaranteed accomodation, as with any other new student.
However, having read through the accommodation section of their web site, I'm now less convinced. In the past the first year of uni was Year 1, so when unis started adding courses with an initial foundation year, then had to call that Year 0. Whilst Exeter don't use the term "Year 0" on their web site anywhere, they often refer to "Year 1" as the first year of the "regular" three-year undergraduate degree, following the foundation year.
That being the case, these extracts from their accomodation pages (with the bold added by me) would tend to suggest that they've "forgotten" about foundation applicants when it comes to accomodation:
• "We guarantee an offer of accommodation if you apply by 31st July 2025 and are: an unaccompanied* home or international undergraduate who has firmly accepted an offer to study at the University of Exeter, entering into
year 1 as a full-time student for the full academic year starting in September"
• "If you are currently interrupted from your studies and will be restarting in
year 1 or changing to a different course we would still encourage you submit your application as early as possible. If you know that you will be restarting in
year 1 on your original or a new course then please apply as a 'New Undergraduate' student."
